  4. the USSR with Bulgaria, Czechoslovakia,
  5. Hungary, Poland, Romania, East Germany (from
  6. 1950), Mongolia (from 1962), Cuba (from
  7. 1972), and Vietnam (from 1978), with
  8. Yugoslavia as an associated member. Albania
  9. also belonged 1949-61. The secretariat is
  10. based in Moscow and regular annual meetings
  11. are held in the member countries. Trade
  12. between member countries is hampered by the
  13. lack of a convertible currency, the
  14. transferable rupee being merely an accounting
  15. device. It was agreed in 1987 that official
  16. relations should be established with the
  17. European Community, and a
  18. free-market approach to trading was adopted
  19. 1990.
